Air quality has improved dramatically in some of the world's biggest cities, according to a landmark report published in March 2026 by the campaign group Breathe Cities. The research identified 19 metropolises that have slashed air pollution by between 20% and 40% in just 15 years — a rate of improvement that exceeds what many experts thought possible.
Beijing, London, and Paris are among the cities leading the way. Nearly half of the 19 cities were in Asia, where improvements came despite rapid economic development — challenging the long-held assumption that economic growth necessarily comes at the expense of air quality. Nine of the cities were in China, reflecting the country's massive investment in electric vehicles, public transportation, and industrial emissions controls.

The drivers of improvement are remarkably consistent across different cultures and geographies. An embrace of cycling infrastructure, the introduction of clean air zones that restrict the most polluting vehicles, and the rapid adoption of electric vehicles were identified as the three most impactful interventions. Cities that implemented all three saw the greatest improvements.
London's Ultra Low Emission Zone, which charges fees for the most polluting vehicles entering central areas, has been credited with significant reductions in nitrogen dioxide levels. Paris's expansion of cycling infrastructure has transformed the city's transportation landscape, with cycling trips increasing by over 70% in recent years. Beijing's combination of strict vehicle emissions standards and massive public transit investment has produced some of the most dramatic improvements.
The health implications are substantial. Air pollution is linked to approximately seven million premature deaths annually worldwide. Even modest reductions in pollution levels can produce measurable improvements in respiratory health, cardiovascular outcomes, and life expectancy. The Breathe Cities report estimates that the improvements documented in these 19 cities are preventing tens of thousands of premature deaths each year.
However, the report also noted that much work remains. Separate research shows that 99% of the global population still breathes air that exceeds WHO guideline limits. The 19 cities represent proof of concept — demonstrating that dramatic improvement is achievable with sustained political commitment and investment — but the challenge of extending these gains to all urban areas remains urgent.
