World's Highest Court Rules Polluting Nations Can Be Sued for Climate Damage
The International Court of Justice in The Hague published a landmark legal decision in July 2025 stating that governments can be sued for their climate emissions. The ruling was described as 'a once-in-a-generation moment' for climate justice.
The opinion paves the way for polluting nations to be held legally accountable for the damage caused by their greenhouse gas emissions. Small island nations and developing countries that have contributed least to climate change but suffer its worst impacts were among the strongest advocates for the ruling.
“The ruling was described as 'a once-in-a-generation moment' for climate justice.”
Legal experts said the decision could trigger a wave of climate litigation worldwide, fundamentally changing the calculus for governments that have been slow to reduce emissions. 'The era of climate impunity is over,' said one international law scholar.
