Detroit's community land trust has reached a landmark 500 permanently affordable homes across 12 neighborhoods, establishing one of the most successful models of community-controlled housing in the United States. The milestone comes just six years after the trust acquired its first properties from the city's tax-foreclosed inventory.
The model works by separating ownership of the land from ownership of the buildings. The trust permanently owns the land and leases it to homeowners at nominal rates, while the families own their homes outright. When a family sells, the resale price is capped to ensure the home remains affordable for the next buyer, creating a permanent stock of affordable housing that can never be flipped for profit.

What sets Detroit's program apart is its deep integration with neighborhood revitalization. Rather than scattered acquisitions, the trust has focused on concentrated clusters within each neighborhood, renovating abandoned properties and building new homes on vacant lots to create visible, block-by-block transformation.
Tanya Shelton, one of the original homeowners, described how her block in the Brightmoor neighborhood went from having seven abandoned houses to being fully occupied with maintained yards and active community engagement. Her monthly housing costs are $640 — roughly half the market rate for similar homes in the area.
The program has also generated broader economic benefits. An independent study found that properties within two blocks of trust-renovated homes saw their values increase by an average of 18 percent, benefiting existing homeowners without displacing them since the trust homes act as a price anchor for the surrounding area.
The success has attracted attention from cities across the country. Cleveland, Baltimore, and Philadelphia have all sent delegations to study Detroit's approach, and the federal government has allocated $200 million in new funding for community land trusts nationwide.
