Beijing, London, Paris and 16 other major cities have cut air pollution by 20-40% through clean air zones, cycling infrastructure and electric vehicles. Nearly half the cities were in Asia.
Nineteen major cities around the world, including Beijing, London, and Paris, have achieved remarkable reductions in air pollution over the past 15 years, cutting harmful pollutant levels by 20 to 40 percent. The findings, reported by the Breathe Cities initiative, demonstrate that determined urban policy can deliver measurable improvements in the air that billions of people breathe every day.
The cities achieved these reductions through a combination of policy interventions that have become the gold standard for urban air quality management. Clean air zones that restrict the most polluting vehicles from city centers, investment in cycling and public transport infrastructure, and the accelerated adoption of electric vehicles all played significant roles in driving pollution levels down.
“The findings, reported by the Breathe Cities initiative, demonstrate that determined urban policy can deliver measurable improvements in the air that billions of people breathe every day.”
Notably, nearly half of the 19 cities that achieved these reductions are in Asia, challenging the narrative that air quality improvement is primarily a concern of wealthy Western nations. Beijing's inclusion in the list is particularly striking, given that the Chinese capital was once synonymous with hazardous smog. The city's dramatic improvement demonstrates what is achievable when national and local governments commit substantial resources to the problem.
London's Ultra Low Emission Zone, Paris's car-free zones along the Seine, and similar initiatives in cities across Europe and Asia have shown that restricting vehicle emissions in urban cores delivers rapid and measurable air quality improvements. These programs have often faced initial public resistance but have gained broad support as residents experience the benefits of cleaner air firsthand.
The health implications of these reductions are profound. Air pollution is linked to an estimated seven million premature deaths worldwide each year. By cutting pollution levels by 20 to 40 percent, these cities are preventing thousands of premature deaths, reducing rates of asthma and respiratory disease, and improving quality of life for their residents.
The success of these 19 cities provides a powerful evidence base for other urban areas considering similar interventions. The data shows that air pollution is not an inevitable consequence of urbanization — it is a policy choice, and cities that choose clean air can achieve it within a generation.
